On the occasion of the meeting of the Basin Committee, which was held September 3, 2015 in Paris, Jean-François Carenco, perfect basin coordinator and chair of the Water Agency Board of Directors, and Francois Sauvadet, president of the Seine-Normandy basin Committee, decided to initiate it shortly.

The regional prefect and the president of the basin committee stressed the importance of maintaining good quality water in sufficient quantities. This is indeed a major challenge for which they call for the mobilisation of all.
The Basin Committee indicates the need for the "Schema Master Development and Water Management" (SDAGE) 2016-2021 includes the impact of climate change on water resources and aquatic environments, the consequences are already being felt.
THE SDAGE 2016-2021 SHALL BE AMBITIOUS AND PRAGMATIC---------------------------------------------------------------
Debates on SDAGEs continue, with the reaffirmation by François Sauvadet "A pragmatic SDAGE but still ambitious." He aims to achieve good environmental status "qualitative" 62% of water bodies (against 39% at present) and 32% of good chemical status for groundwater.In addition, consultation meetings and public caused a strong mobilisation, welcomed by the Director of Water and Biodiversity, because it demonstrates the relevance of the method and the interest in this policy: more 3000 opinions were received from the public; 43% of the basin's assemblies have formulated an opinion representing nearly 1000 comments on the SDAGE. All these proposals were discussed and led to modify provisions of the SDAGE 89 (of a total de 195 provisions).
Many of these comments are answered in the corrections made after reviewing the legal guidelines and provisions of the SDAGE and allow to secure its implementation.
In terms of schedule, this scheme will be submitted for approval to the Basin Committee Thursday, November 5, 2015, then stopped by the prefect of the region of ÃŽle-de-France, jean Francois Carenco, and Basin Coordinator Prefect before the end of the year 2015. The mid-term review of the 10th multi-year program of intervention of the agency is the opportunity to adjust the program to the objectives of the new SDAGE.
