Tuesday, 6 October, Laurent Fabius, the COP21 President inaugurated work at the Paris-Le Bourget site. It will take 40 days to assemble and disassemble the facilities on the 160,000-square-meter site. The main hub will be one of the two plenary rooms. The wooden room with seating for 2,000 will be be used by the delegates from 195 countries who will come to debate the future climate agreement.
From November 30 to December 11, Paris will be hosting the largest diplomatic conference ever held in France since the signature of the Universal Declaration of Human Rights in Paris in 1948. Some 40,000 people from all over the world are expected, including delegations from 195 countries (196 parties with the EU), representatives of 2,000 non-governmental organisations, local government officials and nearly 3,000 journalists. France chose the Paris-Le Bourget site for its capacity and ease of access.
Everything has been designed to facilitate the participants´ daily activities. Functional and comfortable work spaces, places to relax and convenient services, such as a bank, a post office and a newsstand, will be set up on the site.
Even though the event is short-lived, its governance will be responsible; the French Government has applied for ISO 20121 certification and aims to make the conference carbon neutral. To avoid using oil-powered generators, the permanent structures will be heated by a new gas boiler that will reduce CO2 emissions by 20% and NOx (nitrogen oxide) emissions by 75%.
Even though the event is short-lived, its governance will be responsible; the French Government has applied for ISO 20121 certification and aims to make the conference carbon neutral. The temporary structures will be heated using high-performance equipment, with a temperature setting of approximately 19°C, electric fans or the latest generation of convection heaters. Special attention has been given to the insulation of the temporary structures, especially the plenary room.
The three zones of the Paris-Le Bourget site :
- The conference centre or “blue zone“
This is where the success of COP21 will be decided. This zone is accessible to accredited persons only. It is placed under the responsibility of the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) and will operate around the clock, as determined by the pace of the negotiations.

This area will provide an overview of the solutions that businesses have developed to cope with climate change. This area is for professionals only. It is a private initiative proposed and financed by Reed Expositions. It is aimed at business and institutional players wishing to support governments' commitment by proving that solutions exist.
